Advice: find the target universities, find the better department, look into the publication list, talk with other PhD students to check how the teachers/supervisors are, contact the supervisors with a motivation letter (with contacts of teachers that can recomend one's work), a small idea about a project and a CV. Sometimes, the departments work with general ideas and are open to test them in new species.
